2-high tempreture is available for temper the steel with high temper risistance.

3-good anti-rust ability in the air with good antioxidizing performance.

4-mechanical behavior under high temperature 

 Martensite+tempered=Ferrite

After the precess of quench(Expansion and Contraction),the final Martensite steel may have some flaws on the surface.To tempered it can effectively wipe off the flaws.
